

The Paris Summit on the Union for the Mediterranean introduced six project plans, among which are “the characterisation of a joint program of civil protection for disaster deterrence” and “the establishment of a Euro-Mediterranean university and of an Erasmus program for the mobility of Mediterranean students as a whole”.
It is with that aim that the Association’s academic project is positioned.
General Objectives
To design the Euro-Mediterranean Institute of Risk Science, closely related with the upcoming Euro-Mediterranean University. The institute will combine professional trainings and academic courses, contractual researches, while being fully open to the professional world of risk.
Contribute to the conjunction of the Euro-Mediterranean civil protection services, by conceiving trainings with and for them to form highly trained employees in risk and crisis management.
Create Erasmus programs to help mobility among the risk students and teachers within the Euro-Mediterranean area.
The Institute’s General Purpose
The Euro-Mediterranean Institute will be located on a highly prestigious site, where courses will be held, where research of the highest order for a variety of subject matters will be led, and where students and teachers will congregate and be accommodated.
The Institute will be the product of a highly structured cooperative effort between experts in the training and research ventures of the Euro-Mediterranean area, such as to capitalize on the convergence of a wide and varied panel of competences called for in the domain of risk, and to gather the finest students and experts of the region.
At first a training program for highly qualified professionals will be created, following the standards of an Executive MBA. The student trainings, for students qualified with a Bachelor’s Degree or equivalent, will start on the following year.
The courses will include in both programs:
- A core syllabus taught on the Institute’s grounds, allowing the creation of standard levels of knowledge to all candidates, and a sense of unity within the Institute.
- Specialized courses eventually taught outside of the Institute, on the sites of the training partners, but developed as a constituent part of the program.
The Institute will be associated to the creation of a Euro-Mediterranean University with which a partnership is intended.
The
core syllabus will encompass the following themes:
- Sustainable development & the risk problematic
- Law applied to risk in regard to prevention and the rebuilding efforts
- Analysis and treatment methodology
- Risk management, including prevention, management and communication
Furthermore, the specialized courses complementing the core teachings will be added the following thematic courses, gathered as a variety of centralized courses on:
- Major risks (technological, natural risks…)
- Risk, health and biology
- Risk accounting and insurance
- Business and regional risk management
- Safety and security
- …
Research
The plurality of the competences developed in the Institute and its Euro-Mediterranean aspect will grant it scientific potential such as to make it a standard of excellence in training but also in the various research fields that will be largely associated with its teaching programs.
International Development
The creation of the institute on the grounds of a prestigious site will allow for the foundation of a “Villa Medicis” type of venture, dedicated to research and management of risks. The State members of the Union for the Mediterranean could employ, for an annual competitive examination, a few highly qualified students or experts to develop, throughout the year, a complete study applied to a risk problematic.
Academic seminars, colloquiums, Summer schooling, Euro-Mediterranean scientific conferences, Master Classes… these undertakings for the Institute will bring it a great influence and allow for a strong visibility to the world of risk management within the Union for the Mediterranean.
Economic design
The investment will be handled with the help of several institutional partners of the project: the Union for the Mediterranean, the European Committee, the State Members of the Union for the Mediterranean, related regional cooperatives and other industrial and financial partners.
The expenses will be supported by:
- Student fees financed by the Erasmus Mundus scholarships proposed to the students allowed into the program.
- Mobility scholarships proposed by Erasmus programs for students and teachers
- Scholarships for the professionals may be financed personally or by the private institutions backing their training
- Financial support and funding from help programs
